A copy of this should be sent to the F.D. so that Lord Granville may be in a position to meet any representation made by the Peninsular and Oriental Steam Navigation Company, if made against the Government. Mr. Murdoch reports strongly against any Exemption in favour of these steamers; And certainly proves that, so far as Liverpool is concerned, the anticipated delay and inconvenience arising from the Mail steamers being brought under the Passengers Act, have not occurred. The Immigration Officer at Hong Kong, does not apprehend that any delay will arise in the Colony.
And I am therefore disposed to inform the Companies through you that their exemption will cease on 1st September or 1st October.
I would telegraph to them provisionally to make any special arrangements.
I would instruct Mr. Ah to consider the subject and report whether in his opinion it would be desirable to exempt Mail Steamers from any or all of the provisions or regulations imposed by the Merchant Shipping Act or the Passengers Act of 1855 or the Act of 1871 - Inform him that this has been done.
